Weingarten rights apply during investigatory interviews when a supervisor is questioning an employee to obtain information that could be used as grounds for discipline. When an employee believes such a meeting may lead to discipline, he/she has the right to request union representation.

Get the scoop on the 30th Constitutional Convention of Delaware Public Employees Council 81 AFSCME AFL-CIO as the Convention recap continues - more information and photos to come.
Council 81 conducted it biennial convention business hearing elected officials bring messages of importance to them, their locals and its members. Addresses concerning the changes to motivate locals, councils and the International through the 21st Century Initiative and contributing to the PEOPLE Program we heard and well-received. Resolutions were passed which encouraged greater participation in the legislative process and PEOPLE Program by local leaders and members
The delegates then participated in an intensive training event which energized them into action - action to create a grassroots legislative program within their locals and action to get moving on AFSCME's agenda for working men and women.
The Delegates and Council 81 are grateful to for the high-powered trainers from AFSCME International.

COUNCIL 81 SUPPORTS CASUAL/SEASONALS
LEGISLATIVE UPDATE TO URGE SUPPORT OF HOUSE BILL 24
Council 81 strongly supports House Bill 24 which the provides as the synopsis of the bill states, "This Bill awards 20 points to a casual/seasonal applicant applying for a permanent position and currently performing the job they are applying for." We urge you to call your legislators in support of this worthwhile bill which brings greater equity for casual/seasonal employees.
The bill was sponsored by Representative Nancy Wagner and is cosponsored by Representatives Carey, Ennis, Hall-Long and Senator Peterson. A link to this legislation can be found by clicking here - House Bill 24.
This bill has been reported out of the Labor Committee favorably.

SHOP STEWARD TRAINING - TRAINING FOR THE FUTURE
TRAINING THE NEXT GENERATION OF SHOP STEWARDS
The role of the Shop Steward is one of the most crucial roles played in organized labor. Shop Stewards are generally the "first responders" in any labor situation and often represent the "face" of the union to local members.
Training Shop Stewards is a critically important duty of any labor organzation and one the Delaware Public Employees Council 81 AFSCME takes very seriously. This year an advanced course was introduced and was exteremely successful.
Patricia A. Bailey, the principle instructor of Delaware Public Employees Council 81 Shop Steward Training emphasized that "Training Shop Stewards is much more than instructing them how to fill out a grievance form. The grievance is just one tool Shop Stewards use to resolve issues in the workplace. This training focuses on effective representation."
This important training for shop stewards of our affiliate locals is both instructive and productive. Please make arrangements to attend. Information concerning the training has been sent to your Local President. The deadline for registration is Friday, March 12, 2010.

Thursday, March 25, 2010 from 9:00 a.m. to 5:00 p.m. for Seasoned Stewards - Advanced I & II
Over 150 AFSCME Shop Stewards participated in this training event.
2010 AFSCME LEADERSHIP TRAINING
THE TIME FOR LEADERSHIP IS NOW
2010 Leadership Training for all AFSCME Council 81 Locals was held on April 20 and 22, 2010 at the Holiday Inn, Dover. Great training for great leaders - better trained to serve YOU!
LEGISLATIVE CONVENTION AND RECEPTION
Delaware Public Employees Annual Legislative Convention was held at the Holiday Inn, Dover on Tuesday, April 20, 2010 and Thursday, April 22, 2010 in conjunction with the leadership training.
This convention provided training and "hands-on" lobbying at Legislative Hall for issues affecting public employees. Make sure your local participates in next year's convention if you missed this one. You can make a difference by speaking to your legislators about the issues affecting public employees not only at the convention, but throughout the year. This election year is a crucial year for all public employees. Participate in the process!

President McEntee recently announced that as AFSCME members, we have a new magazine – AFSCME WORKS.
The International has just mailed the debut issue and launched a companion website, with up-to-date stories and breaking news about important issues plus opportunities for members to submit items for publication. Follow this link for more information.
AFSCME LEADERSHIP ACADEMY
The AFSCME Leadership Academy is one of the new Power to Win programs of the 21st Century Initiative, AFSCME's bold new agenda for change.
The Academy begins with Web Track, an exciting online training program for activists, staff and leaders. Web Track premieres in April with four hour-long live trainings:
Advocating for health care reform
Local union treasurers’ training
Effective communications
Orientation to AFSCME and Power to Win

MARTIN LUTHER KING, JR. MEMORIAL
At its last meeting (March 14 – 15), the International Executive Board unanimously adopted a resolution to mount a major national effort among our members and affiliates to help raise funds for the memorial to Dr. Martin Luther King, Jr. on the National Mall in Washington, DC. The ceremonial groundbreaking occurred on November 13, 2006, and the dedication is planned for 2008. You can learn more about the memorial by going here.
The International Union has already made a donation of $100,000. Affiliates and members can donate by using this form on the International's new MLK memorial web page.

I KNOW, IT'S AFSCME’s NEW LOGO, BUT I LIKE IT
SOMETHING'S NEW ABOUT COUNCIL 81'S WEBSITE LOOK. WHAT'S UP?
As a part of the recommendations of AFSCME International’s 21st Century Committee, a new “branding” effort was launched to “project a bold, new image.”
In order for AFSCME to be identified nationwide, the Committee recommended a new effort to have AFSCME wherever it goes to have an identical look. The results are a new identity with logo, tagline and graphics.
The AFSCME logo comes in different forms, but includes the AFSCME name italicized in Gill Sans Font. It also includes the Star, or as it is shown, the arches with star.
AFSCME’s new tagline is “We Make America Happen.” The “America” in the tagline can be replaced with a jurisdiction or state, such as “We Make Delaware Happen” or an activity, such as “We Make Collective Bargaining Happen”.
You will also notice some bold, new colors in the logo and star. The new colors are Green and Blue…Pantone Colors 355C for Green and 286C for Blue.
We hope you join with us in celebrating the new identity for AFSCME as we continue to grow in strength and numbers. AFSCME makes America Happen and Delaware, Council 81 Makes Delaware Happen.
